DESCRIPTION OF SMALL WORKS ROSTER

Public Works projects for the University of Washington, at its Seattle, Tacoma and Bothell campuses and other locations, estimated to cost less than $300,000 may be bid through the use of the Small Works Roster. There are three categories for the Small Works Roster for these locations: General Contractors, Electrical Contractors and Mechanical Contractors. No public advertisement will be made for these projects and only contractors on the Small Works Roster will be given an opportunity to bid. No bid bond will be required and the bid period will be relatively short. Contract documents will include the University’s standard General Conditions for Washington State Facility Construction.

When a project is ready to bid through the use of the Small Works Roster, all contractors in the appropriate category will be notified either by email or fax. Interested contractors may then pick up bidding documents on the University’s Seattle campus at the University Facilities Building, Room G41, (206) 221-4396. Bids will be due at the time and date specified in the Request for Bids. Bids may be faxed, delivered, mailed or e-mailed and must be on the required Bid Form in order to be responsive. Only the dollar amount(s) and information requested on the Bid Form will be considered. No modifications or alterations of any kind will be considered as part of the bid, and any such modifications may render the bid non-responsive. Contract award will be to the responsible bidder submitting the low responsive bid.

If a contractor fails to bid on a project within a calendar year, the University may remove that contractor from the Small Works Roster.

BONDS, INSURANCE AND PREVAILING WAGES

In accordance with Ch. 60.28 RCW, 5% of the monies earned by the contractor will be held as retainage, and released under the requirements of Ch. 60.28 RCW. Also in accordance with Ch. 39.08 RCW, the contractor will be required to submit a sepearate performance and payment bond each in the amount of 100% of the Contract Sum.

The Contractor must also submit for each project a certificate of insurance for Commercial General Liability insurance in the amount of $1 million per occurrence, $1 million aggregate, name the University of Washington as an additional insured, and comply with other insurance requirements as set forth in the General Conditions.

Contractor and all subcontractors shall pay the prevailing rate of wage in accordance with Ch. 39.12 RCW and an approved Statement of Intent to Pay Prevailing Wages for the contractor and each subcontractor must be on file with the University prior to starting work and before any payment will be made.

EXPERIENCE AND QUALIFICATION REQUIREMENTS

In order to qualify as a responsible contractor for inclusion on the Small Works Roster for the Seattle, Tacoma and Bothell Campuses and other locations, a contractor must meet the following requirements:

  1. Be a registered contractor in the state of Washington, and if an electrical contractor, have a separate electrical contractor’s license.


  2. Within the last three years, the contractor shall have successfully and substantially completed as a contractor at least five projects, each with a value of no less than $75,000 in the area of expertise in the desired category.


  3. Have experience as a contractor on at least two public works projects substantially completed during the last three years.

In order to be considered eligible for the General Contractor category on the Small Works Roster, the General Contractor must have performed building remodeling, renovation, tenant improvement, or new multi-trade construction work. General Contractors must have managed delivery of the entire project, including the work of subcontractors such as mechanical, electrical, and finishes, and self-performed work. Registration as a General Contractor with the State of Washington Department of Labor and Industries is not sufficient in and of itself to qualify a contractor to be placed on the University’s Small Works Roster for the General Contractor category.

REFERENCES

As part of determining whether a contractor is a responsible contractor for inclusion on the Small Works Roster, the University may conduct reference checks on the contractor to validate information submitted but the contractor in its application. The University may use itself as a reference if the contractor performed work for the University, even if the contractor did not list the University as a reference. In the event that information obtained from the reference checks reveals that the contractor does not meet the criteria, or indicates concerns about the contractor's performance on projects identified as meeting the criteria (which may include, but not be limited to the quality of construction, the contractor's management of subcontractors, timeliness of required submittals and safety record on the projects), the University may decline to include the contractor on the Small Works Roster.

APPEAL

The University of Washington reserves the right to not include on the Small Works Roster any contractor that, in its judgment, does not meet the criteria noted above. The University shall provide in writing to the contractor the reasons for not including the contractor on the Small Works Roster. The contractor may appeal such a decision within three business days of receipt of the University’s decision. The University will evaluate any such appeal received and review any additional information or explanations provided by the contractor. The University shall then issue a determination to the contractor with its final decision on whether the contractor meets the responsibility criteria for inclusion on the Small Works Roster.

DEADLINE

There is no deadline for submission of applications which will be accepted at any time during the year. All contractors on the UW’s Small Works Roster as of March 30, 2009 will be removed from the Roster on June 1, 2009. Contractors desiring to remain on the Roster must submit a new application.

MWBE PARTICIPATION

The UW is committed to providing the maximum practicable opportunity for participation by minority business enterprises (MBE) and women business enterprises (WBE) businesses and strongly encourages MBEs and WBEs to apply for inclusion on the Small Works Roster. Voluntary goals for each project under the Small Works Roster will be established at 10% MBE participation and 6% WBE participation.
